From authors' summary: A general procedure for constructing and orthogonalizing all polynomial solutions to an elliptic problem in a strip is applied to the elasticity equations. Explicit formulas are derived for a homogeneous strip. The above polynomial solutions are required to analyze the boundary-layer phenomenon in the theory of thin plates. Specifically, they are used to formulate solvability theorems for problems in a semi-infinite strip, and to construct boundary conditions in two-dimensional models.
