The authors establish an extension of the Hardy-Littlewood inequality for rearrangements (giving a positive answer to a previous conjecture of the second author concerning the exact conditions under which this inequality is valid). The established inequality is used to obtain existence of a minimum for nonweakly lower semicontinuous functionals with various local and global constraints.
