Part I, cf. J. Number Theory 105, No. 1, 150--174 (2004; Zbl 1079.11041). The authors study the fourth moment of the Riemann zeta-function and the second moment of the \(L\)-function of a Maass cusp form using a method of Epstein, Hafner and Sarnak. This argument avoids approximate functional equations or the Bruggeman-Kuznetsov trace formula. Instead, integral representations of \(L\)-functions are used, together with Parseval's formula and some properties of special functions. The results as such are not new or best known, the main interest lying in methodical aspects.
