The authors investigate the degenerate KAM theory for a class with lower dimensional elliptic tori of PDEs as the frequencies of the linearized system depend on one parameter by using extending Rüssmann's Lemma based on the paper of \textit{H. Rüssmann} [Regul. Chaotic Dyn. 6, No. 2, 119--204 (2001; Zbl 0992.37050)].
