\textit{F. Rhodes} in [Proc. Lond. Math. Soc., III. Ser., vol. 16, 635--650 (1966; Zbl 0156.21901)]. introduced the category of transformation groups, the corresponding fundamental group functor, the notion of homotopy type of a transformation group and showed (Theorem 3) that the fundamental group of a transformation group is an invariant of the homotopy type of the transformation group. The present paper, which incompletely refers to Rhodes' paper, just repeats these definitions and results in an awkward manner.
