This paper addresses second-order sufficient conditions of optimality for a class of infinite-dimensional optimal control problems that include control constraints and end-point constraints. A notable feature of this formulation is the application of variational analysis techniques. The approach is based on a decomposition of controls using second-order tangents and is developed for functional constraints. An adaptation of the tools for pointwise constraints on the controls is also proposed. Applications to concrete optimal control problems involving partial differential equations (PDEs) are provided.
