In the 1950s, W. Blaschke asked for all 3-webs formed by pencils of circles. Over the years, more and more examples were found but it was only in 2007 when [\textit{V. B. Lazareva} and \textit{A. M. Shelekhov}, Sb. Math. 198, No. 11, 1637--1663 (2007; Zbl 1144.53024); translation from Mat. Sb. 198, No. 11, 107--134 (2007)] showed that the list of eight major cases described in [\textit{V. B. Lazareva}, in: Webs and quasigroups. 74--77 (1988; Zbl 0659.53022)] is complete. The aim of this article is a simpler proof of this classification result.\N\NAs the original proof of Lazareva and Shelekhov it makes heavy use of Darboux's three-dimensional projective point model for the circles of the conformal plane. The simplification of the proof is that, across several unavoidable case distinctions, arguments are systematically based on properties of the web's boundary and the geometry of the ruled surface of degree four that meets two lines and is tangent to the quadric of circles with radius zero (points).
