This work shows that Kantorovich duality holds for linear Kantorovich problems with a fixed barycenter involving general lower semicontinuous cost functions on completely regular spaces. As a intermediate result, a representation of a continuous linear functional by a Radon measure is provided. Moreover, two new barycentric optimization problems are considered, duality results being delivered for them as well.
