A nonlinear time-delay system is considered. The goal is to design a dynamic observer and a continuous controller such that the system state converges to the origin within a prescribed time, independent of the initial conditions and other control parameters, and this time can be set by the designer. Using a suitable dual gain function, a reduced-order observer is proposed to estimate the unmeasurable states of the system. Then, applying the backstepping method, an output feedback controller is designed to ensure that all system states converge to zero within the specified time. An illustrative example is also provided.
