The paper deals with the problem of combinatorics which is the discovery of the relation between sets and multisets. The author defines a coalgebra of multisets in terms of the Boolean incidence Hopf algebra which is a reduced incidence coalgebra with respect to a coarsest equivalence. The introduced coalgebra and its properties help in a new understanding of the relation between sets and multisets.
