The purpose of the paper is to provide an operational analysis of the fluctuon principle. Fluctuons are chains of particle-antiparticle excitations that arise when it is impossible to satisfy simultaneously the uncertainly principle and the conservation of both energy and momentum. It is shown that it is possible to formulate electromagnetism and gravity in terms of the fluctuon principle.
