The author gives a necessary and sufficient condition concerning a certain \(F\)-space \(E_\varphi\) of measurable functions to have a nonzero continuous linear functional. A characterization of representation systems in \(E_\varphi\) when it has no nonzero continuous linear functional is also presented.
