In terms of the Ditzian-Totik modulus of smoothness the author proves a global inverse theorem for approximation of bounded continuous functions on \([0,\infty)\) by linear combinations of Phillips operators (see [\textit{R. S. Phillips}, Ann. Math. (2) 59, 325--356 (1954; Zbl 0059.10704)]).
