The twelfth-order theory of moderately thick plates can be formed by imposing the kinematic assumptions upon the primal formulation of the elasticity problem [(*) \textit{G. Preusser}, Ing. Arch. 54, 51-61 (1984; Zbl 0526.73063); \textit{T. Kant}, Comput. Methods Appl. Mech. Eng. 31, 1-18 (1982; Zbl 0478.73075)] or by assuming the statically admissible distribution of stresses and using the dual or mixed formulation of the same problem [cf.: \textit{E. Reissner}, Z. Angew. Math. Mech. 63, 285-289 (1983; Zbl 0535.73039)]. The aim of the present contribution is to find the primal formulation of the latter theory thus enabling one to compare this approach with the displacement-based approach of the same order and with other relevant plate theories of order twelve, eight and six.
