[For part I see the review above.] Part II establishes a priori error and residual estimates for the solutions of linear algebraic systems whose matrices are totally nonnegative or signregular ({\S} 2) or M-matrices ({\S} 3). In addition, stability estimates and a priori error estimates for the computation of pivot elements and of the determinant are given. Particular attention is paid to stability constants and growth factors of band matrices.
