An extensive study of the global boundary regularity and the behaviour of spectra of the Laplace-Beltrami operators on pseudoconvex domains is given. The general results obtained are then applied to the cohomology theory of weakly one-complete manifolds by showing an upper semi- continuity theorem for the dimension of cohomology groups on a family of weakly one-complete manifolds.
