The authors propose the title theory and in the development pay special attention to thermodynamical restrictions on constitutive relations. No applications are discussed. Several novel and strong assumptions are made regarding the behavior of the fluid and the fluid/solid interaction, thus restricting somewhat the theory. Of particular interest to specialists. The reader should be prepared for the occasional appearance of unusual English construction and vocabulary, which does not reduce the value of the work.
