[For part I see the review above (Zbl 0547.76002).] The dumbbell model proposed in the first part is studied theoretically in the paper by considering shear flows and unidirectional flows. Computation of material functions and comparison with experimental data for concentrated solutions can lead to the approximate evaluation of the four parameters of the model. The qualitative agreement between theory and experiment, especially in steady flows holds much promise for the model.
