The author studies the principal isotropy groups occurring in the smooth actions as in the title and determines which groups could possibly act effectively. Using \textit{R. Fintushel's} results [Trans. Am. Math. Soc. 242, 377-390 (1978; Zbl 0362.57015)] the structures of such manifolds are determined.
