The spectrum control problem for dynamic systems is formulated as the spectrum control problem for some operators in Hilbert spaces. A new method is proposed based on the notion of the characteristic determinant of operators and on perturbation theory of matrices. Necessary and sufficient conditions for the existence of the control are established which permit to transform the entire discrete spectrum of kernel operators, Hilbert-Schmidt operators and some differential operators into the desired one. The possibility of controlling electron energy levels is discussed.
