In the past, attempts have been made to construct mechanical analogs for the behavior of a collection of people, which found no development either in social-psychological science or in mechanics. In the present paper, we make an attempt to give a general characterization of a rational approach to a continuum description of group motion which generalizes the familiar Lighthill model [see \textit{M. J. Lighthill} and \textit{G. B. Whitham}, Proc. R. Soc. Lond., Ser. A 229, 317-345 (1955)].
