The initial value problem for the Toda lattice hierarchy is reinterpreted from the viewpoint of the representation theory of the Kac-Moody algebra of \(A_{\infty}\) type. The relations between non-degenerate solutions of the Toda lattice hierarchy and the level 1 highest weight representations of the \(A_{\infty}\) type affine Lie algebra with the central extension are considered. Part II will appear in Publ. Res. Inst. Math. Sci. (Kyoto).
