The authors give a list of all minimal compact complex surfaces which admit a non-trivial holomorphic vector field, and determine which surfaces on the list admit an effective holomorphic \({\mathbb{C}}^*\)-action with a fixed point. The proofs depend on the Enriques-Kodaira classification and a number of more recent results on particular classes of surface.
