The category \(L\)-\textbf{TopGrp} of \(L\)-fuzzy topological groups is studied, where \(L\) is a complete lattice. There are two functors \(\omega_L\) from the category \textbf{TopGrp} of topological groups to the category \(L\)-\textbf{TopGrp}, and \(\iota_L\) from \(L\)-\textbf{TopGrp} to \textbf{TopGrp}. The initial and final \(L\)-fuzzy topological groups exist in \(L\)-\textbf{TopGrp} and can be characterized. In particular, \(L\)-fuzzy topological subgroups, product groups and quotient groups are defined and considered.
