In some sense this is a continuation of a previous paper by the author [Mat. Sb. 186, No. 6, 15--34 (1995; Zbl 0860.43007)] where a complete form of the local two-radii theorem was obtained and, in particular, the existence of non-trivial functions with zero integrals over balls whose radii belong to a given two-element set was proved. In this paper an exact characteristic of the maximal smoothness of those non-trivial functions is obtained.
