The authors propose a new integral formulation for surface scattering which is particularly suitable at high frequencies. For smooth surfaces the integral operator is a compact perturbation of a coercive operator of order 0. Therefore the integral equation is well-posed and provides a well-conditioned linear system. Numerical tests confirm that the system can be solved using standard iterative method without the need of preconditioning.
