The paper under review contains new fundamental results on the distribution of random integer matrices and lattices. In particular the author gives applications of his results in Diophantine Frobenius problem. It was proved by \textit{J. Marklof} [Invent. Math. 181, No. 1, 179--207 (2010; Zbl 1200.11022)] that Frobenius have limiting density function. The present paper gives new bounds for the tail of this function.
