This paper derives second order necessary optimality conditions for optimization problems in finite dimensional spaces. The required regularity conditions for the optimal point is carefully discussed and related to those in the literature. The proof uses that - by a previous result of the author - his regularity condition implies calmness; then the problem is reduced to a continuous minimax problem which can be treated.
