The aim of this paper is to show that Pāṇini's grammar (\textit{Aṣṭādhyāyī}) is a generative grammar. This is achieved by first defining the notion of generative grammar, and then presenting enough of the methodology of the \textit{Aṣṭādhyāyī} to convince the reader of the truth of the thesis. It is also noted that two problems signaled in it are still unresolved in present-day linguistics.
