    The authors study the diffraction of electromagnetic waves by so-called semiopen waveguides. The diffraction problem leads to a 2D transmission problem for the Helmholtz equation with piecewise constant wave number in a half-plane. The wave number is discontinuous on the boundaries of two half-strips. The problem is decomposed into two auxiliary over-determined boundary problems in quarter planes, and for the latter, solvability conditions are studied. Moreover, equivalent boundary integral equations are derived, and the properties of waveguide modes are addressed.
