The author obtains pointwise estimates for the Riemannian surface measure at all horizontal points of \(C^{1,1}\) smooth submanifolds. He applies this to establish an integral formula for the spherical Hausdorff measure of an arbitrary \(C^{1,1}\) submanifold.
