This mini-book (or maxi-paper of 128 pages) is an approach to the singular linear-quadratic optimal control problems. Unlike their regular counterparts (well-understood today), the singular problems do not have a complete solution yet. The novelty in this paper is a combination of two powerful ingredients: a universal reduction method, together with a special weak topology in the space of generalized controls. Very well written, self-contained, this text can be used as a tutorial for graduate students in control theory with a special interest in linear-quadratic optimal control problems.
