We will examine the issues in computing boundary values for the probabilities of the operability states used to determine the reliability and efficiency of complex systems. Majorant and minorant transforms of a system states graph which make it possible to resolve the problems of analyzing and synthesizing control systems for a set of operability states are introduced.
