This paper deals with a threshold strategy of switching the rate in a two-rate queueing system where the server rate is switched after a fixed number of requests have been served since the time of the decision to switch the rate is made. A stationary distribution of the system states is derived along with an explicit dependence of the system performance against the decision-making threshold.
