The aim of the paper is to construct weak solutions to parabolic systems of the variational flow type associated with a quadratic functional. The initial and boundary data are assumed to belong to some Sobolev space. The crucial point is a Hölder estimate up to the boundary. It is derived by combining Rothe's method with the direct method in the calculus of variations.
