Necessary and sufficient conditions are proved for the comparison of the Riesz \(\alpha \) semigroup on the half space and its perturbed semigroup by a nonnegative Radon measure. Similar results are given for the corresponding resolvents. The proofs rely on careful estimates for the Riesz \(\alpha \) semigroup on the half space and on techniques developed previously by the author [Potential Anal. 3, 15-45 (1994; Zbl 0795.31008)].
