The author derives a necessary condition for the lower bound of the smallest singular value given by \textit{C. R. Johnson} [ibid. 112, 1-7 (1989)] to hold with equality. The notions of (i) inverse radial matrix, and (ii) unitary similarity transformation to a maximally diagonally dominant matrix are also discussed.
