The authors introduce and study a new constructive definition of manifold. They formally define gluing data, and prove that a ``universal'' manifold can always be constructed from a set of gluing data through a (constructive) gluing process. A characterization for the manifold to be Hausdorff is given. The notion of parametric pseudo-manifolds is also introduced, and some of their properties are discussed.
