A number of countries initiated a change or refreshment of mathematics education at the border between the nineteenth and twentieth centuries. Such are France, where the new programs were introduced in 1902, Germany in 1905, where the leading personality in the education movement was Felix Klein. Similar measures were established in Russia in 1906. The Fourth International Congress of Mathematicians took place in Rome in 1908 where D. Smith gave a lecture on American mathematics education; he suggested that an international committee be established that would be concerned with investigations and coordination of mathematical education in different countries. The congress adopted this resolution and such a committee was established under Klein's presidentship in 1908. The author then describes the content of the program and actions of the committee and concentrates on the corresponding activities in Russia (until the October Revolution).
