The paper deals with linear interconnected control systems with unknown but bounded time delays and cross-couplings. The authors present some sufficient conditions for the stabilization of the systems using their unperturbed models. The authors claim that they use the equivalence method of Lyapunov functions and the method of the frequency range. Nevertheless, the paper is written in such a way that it is very difficult to find the results and the methodology behind them. The organization of the paper is awful and the language is very poor.
