This paper developed a solid theoretical background for semivalues and the power core of cooperative TU games. A direct proof shows that for a value possessing a potential the value of a game is the power core relative. Theorems and lemmas are presented for explanation and presentation. No numerical experiments are performed for illustration. It is an interesting paper .
