The purpose of this paper is to extend the results of \textit{M. Banulescu} [Bull. Math. Soc. Sci. Math. Répub. Soc. Roum., Nouv. Sér. 25(73), 227--239 (1981; Zbl 0481.60012)] from locally compact groups to locally compact semigroups (not necessarily endowed with translation-invariant measures). The main result of this paper is the fact that the set of all excessive measures with respect to a convolution semigroup is an \(H\)-cone of measures.
