The paper presents necessary and sufficient conditions for the existence of a strictly equivalent pencil \(AX+B\) with a prescribed constant subpencil \(C\) for algebraic closed fields. This problem is a particular case for the general matrix pencil completion problem, posed as a challenge problem by \textit{J. J. Loiseau, S. Mondié, I. Zaballa} and \textit{P. Zagalak} [Linear Algebra Appl. 278, No. 1-3, 327--336 (1998; Zbl 0936.15009)].
