A new representation of the linear birth process with immigration is analyzed. The state space is the set of permutations of the integers, written in a certain cyclic form, so that the stochastic structure of the model is easily described. The results explain the combinatorial sampling formulas that arise in the study of neutral mutations in population genetics.
