The authors pose the problem of finding a notion of ``system'' that could be used as a unifying concept in the philosophy of science. Considering this problem, they land in axiomatic set theory, but their ideas are confused. They suggest that we should interpret ``set'' as ``mathematical object satisfying the ZFC axioms'' and on this basis they reject the set of natural numbers. I found it impossible to make sense of the paper. There is a long list of theorems, mostly due to the first author, which are given without proof - the reader should consult other publications. The English of the paper is awkward.
