The recurrent functioning mechanism of a two-level active system with active elements is considered in the paper. Since the system operates under uncertainty conditions, an adaptive identification procedure of the dynamic constraint model is included. Next, in the framework of the model, the conditions of absolute optimality of the functioning mechanism are derived for a monotone state-increasing objective function of the headquarters. In particular, some useful sufficient conditions of optimality are provided.
