This paper is the continuation of the author's previous one [Manuscr. Math. 72, No. 1, 95-110 (1991; Zbl 0749.14016)]. A model without singularities of the surface \(\tilde X^ \nu_ p\) in the title for a prime number \(p>3\) is constructed.
