The paper extends the boundary layer techniques for Lipschitz domains to the variable coefficient case. A particular emphasis is given to the Laplace-Beltrami operator on a manifold equipped with a Riemannian metric tensor, and there are studied the Dirichlet, Neumann, and oblique derivative boundary problems.
