A system governed by Lagrange equations of the second kind is considered. Complete controllability conditions are obtained in the class of bounded controls. Basic formulas of the decomposition principle for the design of mechanical control systems are presented. A lower-level subsystem configuration is described which allows a subsystem of lower-level to move in the decomposition mode.
